I can confirm that the encoding directive does not work with
Pod::PlanText. And looking through the documentation (perldoc -m
Pod::PlainText) there is no indication that it supports =encoding.
I believe the page referred to
[http://perldoc.perl.org/perlpod.html#=encoding-_encodingname_]
is talking about using =encoding with perldoc which uses Pod::Perldoc
and does support =encoding.
Perhaps the status of this bug should be changed to 'wishlist' for
Pod::PlainText to add support for =encoding.
