We've been carrying the fixes/processPL divergence to ExtUtils::MakeMaker
for five years because of #357264.
I finally looked into this; the issue was a change in EU::MM 6.30
(shipped with Perl 5.8.8) that made the pdl package FTBFS.
The upstream ticket [rt.cpan.org #17224] is rather confused and got
closed with no changes.
I think the problem was fixed for pdl 2.4.3 shortly afterwards with commit

I've verified that
- pdl does build with our divergence (obviously :)
- pdl does build without our divergence
- pdl doesn't build if the above fix is reverted without our divergence (#357264)
- pdl does build if the above fix is reverted with our divergence
At some point I think we should revert the patch, possibly with some test
rebuilds first to make sure no other package in the archive is relying
on our divergence. (IMO this is a bit overly defensive but easy enough
that it may be worth doing.)
