No, the perl RT system is separate from the RT one unfortunately.
The perlbug tool may be the most convenient to create an rt.perl.org
ticket.

perl5-porters isn't the *wrong* place as such, but a ticket is a better
way of tracking issues really.
Since the discussion took rather a lot of turns a patch revisions, a
new ticket on rt.perl.org summarising the current state of the issue
and patch would be the way forward in any case, I think.
