Bug#695585: perl: maintainer test for DEP-3 patch headers

It would be nice to have maintainer tests to ensure that all our patches
have at least Patch-Name (so that they end up with the correct names
in debian/patches) and maybe other fields such as Bug-Debian and
Origin.
