Only one .packlist is generated per CPAN distribution.  If that
distribution contains two modules then only one of them can "own"
the .packlist.

The usecase is in the pod for ExtUtils::Installed, I think (or it's in
ExtUtils::Packlist) -- those are the only two modules I looked at this
morning on the perldoc site.
