Dear Maintainer,

Please convert perl-base to multiarch.
It should probably end up being multiarch=allowed so packages that depend
on it can decide whether they need access to the ABI for their
architecture ('perl-base' dependency) or whether they just need
/usr/bin/perl to run their scripts ('perl-base:any' dependency).
