Bug#782068: perl: t/run/locale fails when LC_* are set

Version: 5.20.2-3

Hi!

When trying to build perl using pbuilder, the test `t/run/locale`
failed. I had LC_TIME and LC_CTYPE set.

I think either perl should Build-Depends on locales-all, or it should
unset LC_* before running this particular test.
