This doesn't seem to be a bug in perl-base. The changelog says:

[...]
  * Various cleanups to dependency fields
    - we no longer provide the perl5, perl5-base, and data-dumper virtual
      packages
[...]

So, the remove of perl5-base has been done on purpose, and packages
that depend on it need to be fixed.
