marked those build dependencies that are only used for the test suite
as not applicable to builds with the 'nocheck' build profile.

This triggers

Quoting:
 If a restriction formula appears in the source relation or if the
 Build-Profiles field is used in a binary package stanza then the
 source package has to build depend on dpkg-dev (>= 1.17.14) for minimal
 restriction formula support

We currently have a versioned build dependency on dpkg-dev (>= 1.16.0),
so in practice this would bump it from wheezy to jessie.

I think this is acceptable and intend to bump the dependency, but I'm
OK also with reverting the commit if needed. It's not required for cross
building support AFAICS, it was just inspired by my studies on that.
