As discussed in #825116, texinfo (<< 6.1.0.dfsg.1-8) was missing
a dependency on perlapi-* but had one on libperl5.x. As libperl5.xx
packages are coinstallable between different versions since 5.22, this
makes it possible to upgrade from Perl 5.22 to 5.24 without pulling in
a rebuilt texinfo, causing binary incompatibility issues.
So the perl-base 5.24 variants needs to Break older versions of texinfo
to ensure partial upgrades pull in a newer one.
