I think that's the keyword -- versioned Provides would help us in
src:perl and in all the rdeps.

Looking at #758100 I see that the last mail (from you) mentions
#786803 as a (the last?) blocker. And #786803 was closed in April by
Niels with "The patch series has been merged and pushed live".

So maybe (I can't really believe it) we already have working
versioned Provides since almost half a year without noticing it?

Needs to be checked and tested and everything but it would be could
and would propbably obsolete the test you proposed here.
