Bug#974029: perl: add breaks on packages which were missing libpod-parser-perl deps

perl 5.32 doesn't include Pod::Parser and packages which relied on this
being part of perl before added (or are in the process of adding)
dependencies on libpod-parser-perl. We should break versions earlier
than that once the updates have been made.
