Actually, what's happening by default is that a set of packages in a changes file 
are processed together per each individual changes file given on the command 
line. Then each individual package given on the command line is processed in a 
single group.

The way it sounds with the grammar change is that each package in a changes file 
will be processed together with any individual packages given on the command 
line.
