[Piuparts-devel] Bug#573904: piuparts depends on a correct umask to build piupart-depends-dummy

When building piuparts-depends-dummy, piuparts create files with permission
depending on current umask. This causes piuparts-depends-dummy to fail
building with a umask of 027 with the error:

dpkg-deb: building package `piuparts-depends-dummy' in `/tmp/tmpxqYpQK/piuparts-depends-dummy.deb'.
I think, without being sure, that setting correct permission for the control
file created line 441 of piuparts.py would suffice to eliminate the bug.
