What actually happen is changing scripts from stopping while appearing
to be started, to be stopped while appearing to be stopped.

All scripts in runlevels 0 and 6 are always stopped by /etc/init.d/rc,
but for historical reasons some had start symlinks while others had
stop symlinks.  Migration to dependency based boot sequencing get rid
of this inconsistency.
