here are a few fixes:

      slave: skip disabled sections (max-reserved = 0)
      slave: skip section with failed package list
      slave: skip misconfigured sections
      report: catch logfile copy-delete race

patch 3 for Scott's problem is untested, as in my setup the master
already refuses such a misconfigured section and the slave skips early

I hope these get included faster and I'll rebase the
simplify-package-states branch afterwards (there should be some merge
conflicts accumulated ...)
