So (from branch develop) I ran 

/org/piuparts.debian.org/sbin/piuparts --warn-on-others --skip-logrotatefiles-
test --scriptsdir /etc/piuparts/scripts/ --tmpdir /org/piuparts.debian.org/tmp 
--save-end-meta ./meta -d wheezy gcc-4.6-plugin-dev_4.6.2-11_i386.deb

and then 

/org/piuparts.debian.org/sbin/piuparts --warn-on-others --skip-logrotatefiles-
test --scriptsdir /etc/piuparts/scripts/ --tmpdir /org/piuparts.debian.org/tmp 
--end-meta ./meta -d wheezy gcc-4.6-plugin-dev_4.6.2-11_i386.deb

because I was puzzled that I couldn't find a file "meta" anywhere, but it 
there was none. In both cases the package passed.

Seems --save-end-meta is not working at all.
