How? As far as I see there is no framework in place to do a second
dist-upgrade or to do an upgrade of selective packages (apt/dpkg) first.

If you had then the script would be simple:

#!/bin/sh
dpkg --add-architecture i386
apt-get update

This needs to be done before ia32-libs can be updated but must be done
after apt/dpkg have been updated.
