now after all the other thing got in, I rebased this branch and fixed it
up, ready for inclusion

      p: add support for version-qualified packages
      scripts: unqualify package names when checking for exceptions
      p-s: test package with qualified version
      whitespace cleanup

Oh, and now it seems like I have run out of prepared patches :-)
need to produce some more ... for 0.46

Does -master have copies of README.html and piuparts.1.html for serving?
I didn't see a htdocs/doc directory
