default is to use pdiffs, i assume we do. will file a wishlist bug for 
defaulting to not to (as piuparts users will/should have reasoable bandwidth 
or a proxy/mirror anyway)

(and assembling pdiffs uses quite a lot of cpu for the benefit of using less 
bandwidth...)
