Yes, now I see that the postinst does:

        # create kernel autoremoval blacklist on update
        if dpkg --compare-versions "$2" lt-nl 0.9.9.3; then
            /etc/kernel/postinst.d/apt-auto-removal
        fi

The lt-nl operator means this doesn't happen on initial installation; I
think it should be changed to lt.
