What do you expect from this change?

* if there was a failure, it was already being rescheduled
* at the time of rescheduling the package most likely has migrated to
testing, so you will test foo 1.2-3/jessie upgrading to foo 1.2-3/sid
which should not bring improvement over the plain sid test, while the
original test was performed on 1.2-1/jessie -> 1.2-3/sid.

Or do you have a specific corner case caught by doing this rescheduling?
