Create a new JSON summary on the piuparts-master web site for
exporting richer information about piuparts test results. The content
is targeted for piuparts integration into DDPO.

Compared to the existing yaml, the json adds:
- a means to define a mapping between piuparts sections and Debian
distributions, under control of piuparts.conf
- ability to report a condensed test result by source package at the
distribution and global levels
- more refined state information (blocked/waiting)
- a blocking count for failed tests
- an optimal URL for inspecting the reported result for each package,
managed by piuparts.conf
- all export information stored at a single URL
