[Piuparts-devel] Bug#746723: Support 'file://' access for piuparts-master report output

It would be nice to be able to review the HTML output of
piuparts-report without having to install and configure a web server.
Access via file:/// URLs would be viable if the reports were reworked
to use relative links throughout.

This would also require a rework of the doc_root mangling in
piuparts-report main().
