No, it cannot, as far as I know.
I mean: apt-listbugs does not explicitly use debconf for any
configuration option.

I am not knowledgeable enough about debconf, so I am not sure whether
it can be used anyway to set an arbitrary environment variable, but I
suspect that this not what you were thinking about...

Yep, that was my understanding.

I don't know if there's a way to set an environment variable by just
creating a file. Or did you mean something else?
