there are two bugs here ...

* normal/important: installation fails but test passes for multiarch
argument libfoo:foreign

* wishlist: --foreign-architecture

that should be handled separately
(since adding the new flag does not fix the unexpected pass, it just
allows to do the intended thing in a more controlled manner)
