During an upgrade from wheezy to jessie, I saw it happen with
ganglia-monitor and ganglia-modules-linux

Note that in alphabetical order

   ganglia-modules-linux < ganglia-monitor

and maybe that is why dist-upgrade ran the scripts in that order.
