"Traditionally" piuparts was not starting any services, over time we've 
changed that to start postgresql+mysql, as many packages need those working , 
and we wanted to test that.

That said, packages *must* also install sanely without depending services (be 
it redis-server or a sql db), for the usecase of creating chroots or live-
media etc, so gitlab-server *must* install fine, even if redis-server is not 
running.

Our current "implementation" of starting sql-services has downsides like 
#801575 so I'm hesistant to start more services like this as this will cause 
more false negatives as described in 801575 and I think false negatives should 
be avoided as much as possible.

Once services can be tested with proper seperation, I'd be more than glad to 
add a "new suite" to be tested, "sid-with-services" (or whatever name we'll 
come up with) and enable all services to be started there, while we can keep 
testing the "sid" suite with all services disabled. Package installation 
*must* cope with both scenarios.
