[Piuparts-devel] fix the file-rc exception

      update the file-rc exception

that got broken by the recent init reorganization in sid
(and it may not even have worked correctly before)

file-rc fails to install in lenny (something deadlocks), but as it looks
only after I switched kernels from 3.16 to 4.3
(testing new exceptions means deleting all logs of the affected
packages, otherwise I wouldn't have retested something from lenny)

probably wontfix :-)
