at other places (not yet in piuparts.py) we use
apt_pkg.version_compare() and I'd like to be consistent

you were querying the apt version in the host ...
(which is adequate to do for adequate)

do not revert the disabling patch, yet, I want to do more tests since
this changes how installation failures of the dummy package look in the
logs and we may have to update some known problems ...
but I still have wheezy2jessie-* backlog from the last point release
