[Piuparts-devel] reordered bts_stats.png rows

I'd like to reorder the bts plot to
  open rc, open non-rc, closed rc, closed non-rc
as in the attached image.
That makes it much easier to see the development of open bugs over time.

PS: reordering in R, bts_stats.txt is not touched :-)
