Among the 10 cases I found many were just symptoms of packaging bugs.

-dbgsym packages are normal packages.

In theory it is possible that binary packages from the same source 
package (or even different source packages) contain the same binary
and that it is for some reason not covered by conflists or otherwise 
fixable. If we end up having this problem, the proper way forward
would be to add functionalty to dh_strip to cover this situation
(similar to what it already does for -dbg migration).
