[Piuparts-devel] ubuntu doesn't use piuparts, does it?

This bug would have been caught quickly by a piuparts run (full recheck
after freeze):

I fixed it the other day, but probably too late for automatic migration,
but ample time for manual intervention.
But now after the 18.10 release, duplicates are coming in ...
