Since the buster release, stable2sid seems to be failing everything with

E: Repository 'http://mirror-ubc.debian.org/debian buster InRelease' 
changed its 'Suite' value from 'testing' to 'stable'

e.g. 
https://piuparts.debian.org/stable2sid/fail/python3-statsmodels-lib_0.8.0-9.log

Might be related to #860769.
