[Piuparts-devel] Bug#1062192: piuparts fails to remove grub-efi-amd64-signed as it is now Protected: yes

This is breaking the transition of grub-efi-amd64-signed. piuparts needs
to pass --allow-remove-essential to the apt command to be able to remove
this package (or any package with Protected: yes).

It presumably should also check that yes, Protected: yes packages cannot
be removed on their own.
