[Piuparts-devel] removed-on-upgrade conffile reported as missing

piuparts reports
  0m16.0s ERROR: FAIL: debsums reports modifications inside the chroot:
  debsums: missing file /etc/gprofng.rc (from binutils-common:amd64 package)

gcc-or1k-elf depends on binutils-or1k-elf which depends on binutils-common
All 3 packages are free of maintainer scripts and paths under /etc.

binutils-common declares conffiles: remove-on-upgrade /etc/gprofng.rc
binutils-common *is* updated during this log

So it seems normal that /etc/gprofng.rc is missing eventually.  Does
someone competent confirm that this is a piuparts false positive, or
am I missing something?
