I don't know, possibly there are compatibility issues. Just trying will
probably tell you.

I don't know.

But you can as well just rebuild the newer package:

dget http://ftp.debian.org/debian/pool/non-free/s/svox/svox_1.0+git20130326-8.dsc
cd svox-1.0+git20130326
dpkg-buildpackage

and install the resulting .deb files.
