Bug#940806: emacspeak-espeak-server: Fails to start, and gives message "Not auto-advising local-set-key"

Dear Maintainer,

   * What led up to the situation?  Whenever I try to start Emacspeak with
Espeak selected as the server, it fails with this error.
   * What exactly did you do (or not do) that was effective (or
     ineffective)?  Nothing I have done has corrected this.
   * What was the outcome of this action?  No change.
   * What outcome did you expect instead?  No change, as I do not know how to
troubleshoot this.

Whenever I attempt to start Emacspeak with the espeak server selected, it
rings the terminal bell, and shows the following error on the status line.
