Bug#972621: orca: Missing dependency on xkbset

Dear Maintainer,

Orca since 3.37.2 will optionally use xkbset to query the Sticky-Keys
state and follow suite with its own keybindings if active.

For this to work, it depends on calling the `xkbset` utility, thus a
dependency (a Recommends maybe?) would be needed for this feature to
work out of the box.
