Bug#981162: at-spi2-core: drop unused libxkbcommon*-dev dependencies

at-spi2-core participates in dependency loops relevant to architecture
bootstrap. Rather than look into such a difficult problem, I looked for
easily droppable dependencies and found that the libxkbcommon*-dev
dependencies seem unused. A look at NEWS confirms that it was dropped in
2.26.1. Please consider applying the attached patch to drop the unused
dependencies.
