Bug#995971: brltty-x11: After upgrade to 6.4, /etc/brlapi.key removes the read permission for users other than root

Upgraded to 6.4 from sid 

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

The brltty packages upgraded and restarted

   * What was the outcome of this action?

The screen under X is no longer displayed 

   * What outcome did you expect instead?

After investigating, it seems the /etc/brlapi.key has no longer read permission
for group and others, which have no permission at all. ONly root has all 
perm. As a consequence, of course, the user has no braille under X.
