Bug#1024479: orca: Keyboard layout is always US when in laptop layout and X is invoked manually withs startx

Dear Maintainer,

   * What led up to the situation?
    * My keyboard layout is set to Germen
    * I prefer to invoke the GUI manually when needed, so switched default systemctl target to multi-user
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
    * Log into the text console and enter startx to start a GUI
    * Switch Orca to laptop keyboard layout
    * Although previously German, keyboard layout is now American
    * As soon as I switch Orca back to desktop layout, the keyboard layout becomes German again
    * Quitting the X session by logging out of mate also brings the keyboard layout back to normal, until I start X again.
   * What was the outcome of this action?
    * Orca laptop keyboard schemes affects localization of the keyboard layout
   * What outcome did you expect instead?
    * Orca keyboard scheme and keyboard localization should be independent from each other.
