I see that the package liblouisxml-bin (version 2.4.0-15) recommends
rtf2xml which is not in unstable.

This can be seen in https://packages.debian.org/unstable/liblouisxml-bin

Should it be dropped or changed?

I see that https://tracker.debian.org has information on the not
available packages (returns 404, probably has never been in Debian?):
