at-spi2-core does not start dbus-broker by default

Hi,
per discussion around Bug#998062 [1], at-spi2-core package was patched to
default to dbus-broker, if it's available. Have at-spi2-core 2.59.0-1 and
dbus-broker 37-4 installed on testing release, and the former still appears
to be launching a /usr/bin/dbus-daemon process. Is there some configuration
I'm missing?
