I am guessing that none of the non-GTK desktops want gpaste installed
by default.

The Debian GNOME team did a bunch of work for Debian 13 to reduce what
is included in the default app launcher. This adds 2 more items.
gpaste is not an official GNOME app and it's not expected to be
installed by default in typical GNOME installations. Distros do
sometimes include additional apps but this is a conscious decision.
