 BTW, a couple of things out of the equation: the return (instead of
 return 0) is fine if MODULES is empty, and we also checked whether
 busybox' modprobe had a different behavior with modules which don't
 load than module-init-tools' but it is the same behavior (modprobe
 --all foobar returns 0).
