Not quite, it's done by acpid itself (/etc/acpi/powerbtn.sh).

In a way, /etc/acpi/powerbtn.sh is a "stripped down g-p-m" which works
system-wide. It currently checks if a power manager (such as g-p-m) is
already running. So installation methods which don't install any GUI
could just install acpid for the time being?
