I'm pretty sure that what you're describing is different form the original bug
report.

Hmm, this works for me. Does a ps show /usr/sbin/acpid running on your system?
With the unchanged init script it should. 

With you change however, you have to rely on the PATH being set so
start-stop-daemon finds acpid to start it.
