A "systemctl enable systemd.service" will hook up acpid.service in
multi-user.target and start it unconditionally during boot.
In case of Norbert, I think there is nothing which accesses the acpid
socket and therefore triggers the start on-demand.

Why is it that all of the instruments seeking intelligent life in the
universe are pointed away from Earth?
