This bug is happening to me too, with the same version of alsa-base
(1.0.7-1). /etc/udev/rules.d contains only z_hal-plugdev.rules, which
does not contain 'snd'. My alsa-utils package is also version 1.0.7-1. I
am using the Debian prepackaged kernel-image-2.6.8-1-k7 version 2.6.8-10
on x86 with the alsa trident driver (module snd-trident). My udev
package is version 0.046-4.
